it used to be out of my skin like it was a bubble? but now its flat into my skin.
also it never used to enjoy the brown around it so that's also changed.
Answers:     It does not look like it. I had something similar. It be tinea Corporis. (Fungi easily treatable) Go get your prescription.

No, not cancer. If it's soft and seems resembling there's liquid in it, wipe it down with some isopropryl alcohol afterwards lance it with a sterile needle. Then, heating pad it up. If it's solid, you should get it checked out.
I would really recommend to see your Dermatologist because they would be able to track if it grows or not and if it's anything to worry about. They'll also grant you a sample or prescription if needed to treat that.
