firstly I am a bit confused you mention skin cancer, but your question is regarding breast cancer.

Any way my Dad died from skin cancer and it does not run surrounded by the family, and its one cancer that doesn't tend to run n families.

There is genetic testing that can be done, which is called BRCA testing. It will be covered by insurance for your mother since she have immediate family with breast cancer. Then if she test positive for the gene mutation she can opt to be proactive and have a mastectomy to reduce her chances.
