If a lump is not growing can it still be cancer?

i have a small lump on my lower back near my spine just about 1.5cm in diameter it has not grown at all within size and seems smaller in the morning.. it is hard and fixed so thats worrying.. but i believe cancer lumps should grow as it is base on the multiplication of abnormal cells? .. anyone have adjectives info on these?
Answers:    Some cancer tumors are slow growing tumors. It could be a cyst or a benign tumor but you should still get it checked out to be safe. Good Luck!
